Some professionals will average down.
Many professionals bought Suncor post split, and were then bitten by the 2008 meltdown. Did Suncor suddenly become a bad investment in late 2008. Many professionals said NO, and "bought on the dip". Some of them were able to pick up more SU at 25$. The fundamentals were still sound and people were still driving cars and heating homes.
So, it would appear that there were more than a few professionals who averaged down on numerous blue-chip companies.
I'm not a professional and that's what I did. I am now breaking even on Suncor after taking a horrible beating in 2008.
I also averaged down on the old KXL. Hopefully the PDG resurgence will get me back in black!
