This torch does indeed have a real-world application.

The main application for the steam torch at this stage is in our SPARC™ system for the destruction of refrigerants.  The use of steam plasma for refrigerant gasification favors the production of HCl and HF over Cl2 and F2.  HCl and HF are much easier to scrub downstream. 

Another surprise is that the energy requirements are not really that different, given the water is fed to the torch in the form of steam (i.e. as a gas).

…and for your loaded question (typical?) …the answer is no I would not be.
