Both the companies you refer to could be considered competitors as they both process dross.

Without mentioning specifics, I am confident that anyone in the industry worth their weight in salt (excuse the pun) would have competed, or at least been invited to compete, in your referenced bid.

With respect to your reasoning, suffice it to say I have never thought it to be lacking…. Yes, heads are turning.
