Let's say there are 10,000,000 shares in the hands of nervous retail holders.....unless they put them up for sale you can't buy them.  And remember there's only 50 odd million total avaialable in the free trading float....how many of those are in tight hands and how many are in weak hands is a matter for debate. 

Weak retail hands are notoriously impatient and price sensitive to price swings.
