GAC – Above is what Dr. Ray said. I totally agree that it can be interpreted both ways that you state below but there isn’t much doubt about his enthusiasm in either case. I believe that I accurately used exclamation marks according to how he said it. I'm not sure the word developed was the best choice by him rather than proven but that is what he said.

One way to interpret it is...."this drug is so amazing it has to be developed".  Conversely another way to see it is like this:  "Before drawing any definitive conclusions this drug first has to be developed".
