I seem to recall Don being assertive on many other occassions....I would have characterized his proclamations about doing first a FA and then a SSRA as asservtive, not wishy washy "we're considering the possibility of...."
Just being assertive and not vague has proven to be a pretty poor barometer for determining the likelihood of something taking place.
