As usual with RVX, not sure if this is a very positive PR or not.

My first read was "closing details" means, PP closed, but it has likely been amended. 

It could mean the upgrades and partnering options may have rendered the original PP as excessive (Or the Sheikh could have decided to advance less)

On the other hand, if significant info, why not webcast before market, mid-day cannot be significant info unless they halt.

This company and its PR continue to perplex and confound!!
