I have not seen this since I was in the military back in the 50's!

Seriously though, your idea makes a lot of sense. Canada's infrastructure is in terrible shape, witness the bridge overhead collapsing in Montreal. It would make a lot of sense to have good projects providing employment during the tough times ahead and with all the expected development in the ROF why not utilize this manpower to help Canada's economy.
