"They" do not know everything that is going on inside the company.  The CEO and CFO and all the directors just made open market purchases.  A big positive announcement would cause at least some of them to cover which would make the upward push stronger.  I believe the same guys that are keeping it down want it to go up, but when they decide they want it to.
