Higher volume doesn't necessarily mean the price would rise.  It would only rise if there were enthusiastic buyers willing to pay more than they could get at current prices. The price not moving up just means that stock holders are willing to sell a pile of shares at these prices and there are enough willing buyers at these prices.  If the sellers were more enthusiastic, the price would have gone down.
