This is a case of bad IR; they haven't reached out to shareholders in a hugely succesful manner. Not too many small cap companies can boast such an agreement; I believe that whilst 5 years ago such news crossing the wire would equate 2million shares in volume its not the same these days. You have to have a more niche communication method or you get burried under the piles
