"The concentration of shares into a smaller number of shareholders is necessary in any privatization technique. This is because the SEC requires a company be owned by fewer than 300 or 500 shareholders of record, depending on other considerations, to be considered "dark." In the majority of cases, the company is no longer required to file periodic reports with the SEC after the number of shareholders drops below this threshold. Should the company exceed the 300 or 500 shareholder threshold again, it is required to return to a public reporting status"

I don't know what can be done,  but it looks to me like we are stuck......
