to me this letter basically says "give us the permit or we'll have no choice but to shut off the funding".....should have done this two years ago.....the timing is good for this right now though, if hugo does'nt deal with the problems happening in zulia, bolivar and caraboba he's gonna have a serious problem very soon...imo
