Have not researched that far back, but you certainly raise some interesting points.

For your info, the Finance Minister (not sure which one yet) was in the P.E.T. Cabinet.

And if my memory serves me correct, that was the year when all unpaid income taxes, as of submitting date, became subject to compound interest rates plus penalties.
