Lack of electricity from grid is likely less important than all year roads to bring in fuel, food and equipment. Nobody is going to be putting in a refinery but would be shipping out concentrate. Doubt if useage could justify supplying but then nobody yet knows exactly how big this mining camp could end up being either.
