This is just more complication than is neccesary. I suspect it is NAN and eco-nuts wanting talking instead of doing, to have the million of people in TO and other cities to move into the woods and live off the land instead of packing them into highrises. There will never be any mines built if the beurocracy is spread through all levels of government and people to "get it right" as it will never be "right in everyones mind at the same time. Its not hard, just make some decissions and then do it. We all know the right decission, Start with NOT and then go from there.
