Yet, the Attawapiskat band continues to agonize. " To suggest that an all weather road would significantly change things is naive. They have a winter road now, so why would an all weather road make a significant difference? How long does it take to drive to civilization? You can't do that on the winter road? The Quebec Cree are doing well not because of the road but because of Quebec Hydro. As for road building in Manitoba there is no proof that a road is going to significantly change the lot of the natives there. I would like to see proof that a road will significantly change things before commiting to spending billions on roads.

The case of Attawapiskat is most interesting because if mining didn't help them, what makes people think that mining in the ROF will help the FN there? or a road for that matter.
