I don't worry about the delay of PII - I think it is even logic! PII was supposed to be published after MS8 is reached. MS8 was predicted for end of April, and PII was predicted for end of May. So probably PII will be also based on MS8 - so they wait for MS8 to be reached befor announcing PII. - that's what I think.
