I've always wondered what the C-NLOPB has to do with the licensing to allow frac'ing?

Aren't they only responsible for oil drilling in the ocean?

After all CQV is on land drilling. Just because they do directional drilling which leads them under the ocean. Consequently, I am sure that the same risks etc. are not present, like they are in offshore drilling. The two activites are likely completely different activities.

I'm guessing that the C-NLOPB is run by the feds who are just trying to grab the resource for themselves. I would expect that if this oil well fell under the NL Land and Mines group, there would be no difficulty for a license.

Maybe, I am missing the boat completely, but its something I have been thinking about recently, especially after the results of the last NR.
