THE GREAT MESSIAH OBAMA tried to put it off untill after the 2012 elections so he wouldn't piss off either his union or environmental base.That became impossible when the Republican Congress only passed a spending bill on the condition that Obama makes a decision within 30 days..Obama being the coward that he is decided to put off approval pending new environmental studies ( which is after the election as he originally wanted). So he didn't pass it which made the environmentalists happy ( huge money contributors) but pissed off his union base ( good money but less than the environazis). He picked the enviromentalist over the unions and he'll probably pay dearly for it. Now FOX news is reporting that the Republican Congress is looking for a way to bypass Obama entirely and approve it. THE REASON is that the decision on the pipeline isn't really the Presidents decision or within his Constitutional Jurisdiction. Arrangements between countries fall under the Jurisdiction of the State Department which already approved it. Obama more or less vetoed it and may not have the authority to do so because of the seperation of powers under the American Constitution.
