both assumptions are not verified! whether that they need 3,5 nor 2,1. or do you have differing information? 3,5 have been approved by the board, 2,1 have been raised...

could even have been the case that they intended to raise 3,5 and only raised 2,1 but what they need... we do not know...or do we?
