Absolutely. The impacts on air, water, surface and stakeholders depends on the size of the mine. Water source requirements , water disposal, waste piles, pit footprint and facility footprint will also change if you change the mine plan. It's a lengthy process and if you make any significant design changes after you submit the EA then you start over again.
