He's not saying that he wants political risk or that it's not important.

He's saying given the option between technical risk (Say PVG for example) and political risk (Outside of most of NA) - he'd rather take the political risk.

We have both risks minimized. We don't have to worry about either. Technical risk is limited, and really it's more likely to improve. Geopolitical risk is pretty limited as well.
