Pardon my ignorance, but what is this chart trying to show us CUU shareholders?

I also read that someone said CUU could be in production in 3 yrs.  I do have experience from the production side of minng and I think it would be, at this point in time, next to impossible to receive the Ball Mills, Grinding equipment necessary to produce product.
