I don't dispute any of that, but the optics don't look that good. You have to agree on that. Set a price for the options but spread out the granting of them over 3 years and price them at 17 cents or so. Why 13cents? 2 cents below the last placement or does it have to do with the closing price of the day? I am not saying that this is a pump and dump. But someone unfamiliar with the people or the area may think so and thus not invest
