With the denial from the ministry of enviroment (MOE) catching everyone off guard I think it will take some time to work out.

An important fact is that the ministry of mines, CVG, and Sanz knew nothing about a potential denial from the MOE. This would be a first that a branch of government acts autonomously is making this type of decision. Usually there are a number of agency involved.
