Two things come to mind when I read this article. One, in order to get the government to make some sort of decision a major protest has to take place. Second, support of the local communities and indigenous people are vital to the success of any project.
I would imagine with elections coming around the corner the best chance for locals in Las Cristinas to be heard in nearing. Hopefully, the locals realize that a protest around election may actually cause they voices to be heard. I have not heard of any groups at the local level protesting against KRY, in fact, everything seems quite positive for KRY with the support of the mayor.
