Kry has just finished laying the framework for permit approval. The government has work with KRY and agreed to the new environmental and social changes they submitted. I can't imagine the government has anything left to discuss with KRY. So in light of this the only thing holding up the permit is the timing of the annoucement. It seem like the government and KRY are both waiting for Chavez to find the time for this annoucement. Since, it would seem out of character if Chavez did not annouce these big projects.
