if he says "we're waiting for the PPS to go lower"...please dont post his response.....my guess is:

"although we're entirely optimistic that the permit will be issued we are preparing for any eventiality by conserving our reserves as we wait for a response from the venezuelan govt."....and wait, and wait and wait...
