Still confused re Barbados/Venezuela

The thing I don't understand, is how can a treaty between Barbados and Venezuela be used by GRZ? I would have thought that, like the Canada - Venezuelan treaty, The Company would have to be from the country that is named in the treaty. I'm obviously missing something.....anyone?
