This seems to be saying that they are still working some things out with CRRC...I thought that everything had been done and we were just waiting for Ven. to do the right thing.

The above underlined part, almost as an aside, sorta says 'Oh, and by the way, we still need Ven to allow the permit and the MOC transfer'. Where's that at?
