The one or two US hedge funds have been deliberating for at least a month. It doesn't take that long to say yes or no.

They must be haggling over percentages with Bob as Retflash has said.

Bob turned down the old bondholders because they wanted 90%.

I wouldn't be surprised if they have already agreed to an outrageous percentage but are holding off announcement to the last minute figuring the much relieved shareholders will go along quietly.
