MOM- I'm afraid that Fung - Tenor and whomever else sucking off the teet are cannibalizing the award faster than any INTEREST that could accrue.

These awards need some real teeth to bite offenders in the ass. For example: Penalties of 10, 20, 30 % for 30 days, 60 days, 90 days etc.
