Some of those posting here have insight, as they are committee members, but choose not to outright reveal themselves. There could be various reasons for the way things transpire. Any "cut" or "added value" could be in percentages, so there is no downside in getting more opt-ins. Gowlings may very well require a certain amount of opt-ins to share the costs, as it is doubtful they will do their part for free. More opt-ins gives the perception of a larger group being represented despite the prose pointed out about who Gowlings really represents.
