Using some pretzel logic (with apologies to Fagen and Becker), then the Trump Admin should also now allow PDVSA dba CITGO, to be gutted and sold off to KRY, et al., to exert even more financial pain on Maduro's wallet.  There is no further reason to 'save' this national asset simply as a piggy bank for the neutered opposition party.
