Hello to all. I have been a silent reader on this hub for a few years. I thank everyone for all their imput. A special thank you to Jimmijazz for his insights and clarity.

It seems like we are entering the conclusion of this saga. Maybe someone can help me with the following. A few months ago someone wrote that only Canadian or US citizens will qualify for the payout. Is this accurate?
