So why would Raj be looking to push for more development support?

That is a very good question.  Over the horizon of the cell manufacturing there must be something big coming that has had no publicity as of yet.   There are 3 things that I can think of:

A:  A further expansion of the Infinity cell production at Jamestown to accomodate a very large customer.

B:  A New battery plant in Japan.

C:  A solid state battery plant and a new solid state battery customer.

Any one of these three would be cause to seek additional support !
