fuzz on the volume chart since Tuesday - what gives?

There's a lot of low-volume fuzz on the volume chart since Tuesday. A whole load of very tiny moves - a few hundred shares at a time, not the sort of thing you'd expect from retail investors.

It's sorta like an iceberg order, except this one isn't trying to avoid driving down the share price.

Anyone want to hazard an explanation of this? The price isn't actually dropping on high volume, so it's not a rush for the exits, more like an attempt to drive the price down to a lower range.
