If you have a read of the legal documents, MOL and Falcon don't have to convince Exxon of anything, they can simply tell Exxon what to do. Exxon may be the operator, but contrary to what some people seem to think, they don't have full control of everything goes on. If Falcon wants to continue testing, and MOL wants to continue testing, I would think that Exxon has no choice but to do just that.

OPERATING COMMITTEE
5.1 Establishment of Operating Committee
To provide for the overall supervision and direction of Joint Operations, there is established an Operating Committee composed of representatives of each Party holding a Participating Interest.

ABANDONMENT
10.1 Abandonment of Wells Drilled as Joint Operations
(A) A decision to plug and abandon any well which has been drilled as a Joint Operation shall require the approval of the Operating Committee.
