My interpretation on the subject, note I have no special insight:

The Japanese while officially supporting the dollar would want to sell those depreciating dollars by means not obvious. Individuals, perhaps through a large corporation, could do that and appear unconnected with the government, while diplomatic pouches mean direct government involvment.

The Chinese are/were buying gold and selling $ for years for similar reasons but only recently admitted to it.
