If these bonds are real, it is in the best interest for all parties to lie and say they are forgeries. The Japanise would have egg on there face if they said the bonds were real and were theirs. The Italians would have everyone wanting a peice of their 40% fine of the $130+ billion since the bonds were not declared, and the Americans would be faced with a run on their bonds.

If the bonds are real, at least 40% of them will be sold to pay the Italian fine.
