if insiders start to buy large amounts of shares before a NR, they run the risk of being accused of Insider Trading,,,same if they sell of a lot,,,which is why you usually only see 1 or 2 of them sell a few weeks before a NR,,,
it is too bad they don't have to give "notice" that they intend to sell like some columists do,,,
