has been the plaintiff, and settlement occurs, was there a pacer before a PR....This is assuming that TPL has been involved in other litigation where settlement has occured.

I suppose counsel has control over when the pacer gets filed, and not TPL. However, TPL (Alliance) has control over the PR.
