'148 patent. Question

If/when the '148 patent is issued Recertification (more than likely after the patent's expiration http://www.alliacense.com/uploads/images/MMPLC.png )...

How long can PTSC/TPL collect license fees for it after reissue.. or how many yrs of past infringement can they collect? How does that work?

PO's me that the life of a patent isn't extended an equivilent time it has to spend in reexam..
