I've seen some very messed up stuff happen on the venture over the last 10 years. Nothing surprises me any more.

The other possibility is that it was true insider buying and the person/institution has decided to not file within 5 or 10 days for strategic reason, risking the penalty for late filing. I'm not sure what the penalty is, but I think it's a slap on the wrist.
