arbitrage between exchanges hasn't been that extreme for perhaps the last 25 years.

I suppose we have things like the Canadian Order Protection/Best Price Rules, along with RegNMS/MiFID (US/Europe). And perhaps also -- of all things -- the antics of HFT machinery to thank for that, LOL.
