Glasshalffull -- I believe the answer to your question is that though the large majority of U.S. financial institutions have minimum price restrictions in their guidelines, some do not. If I recall correctly there are over 1600 financial institutions in the U.S. and roughly 200 have no such restrictions in their guidelines.
