I also noticed this.
My thoughts: Yes, the tender was planned for 2016
- hence: It seems one applicant was not ready yet to deliver key proof points like working prototypes and a full operational FAB?! So this tender had to be postponed, and POET had to do this ugly PO to get along with this delay.
And more interesting: When do you think all this project started? Possibly even before the purchase of DL/BBP? More and more a big plan is unfolding in front of our eys...
