The due date and time for Tender Download and Bid Submission against our e-Tender No. SCL/PS2/2017E0070001 has been extended upto 25.08.2017 upto 1530 hours (IST). 

What does"against our e-tender no mean.

Hello Ahasja. It simply means the due date and time for tender download, 'attributed to', 'assigned to' or 'In relation to' this tender has been extended. In this context against doesn't mean 'in opposition to' or 'competing against'. 

If I put two things together,  I could say 'I put them against each other'.
