Of course the alternative to that is they treat the grant money as an interest free loan and do not maintain the R&D spending? In which case they payback any money received under the grant at the end of the contract period. 

But I don't think that is their intent.

My thoughts are that it is a level of spending that will be required in terms of their business plan as they continue the integration work on the dielectric for 400G and sensing products.
